What, Why
The Governor has been empowered to delegate aspects of Cayman’s external affairs to an elected Minister. This is intended to give local government greater international personality. This also facilitates elected members with the ability to speak to certain areas of external affairs which affect their portfolio e.g. European Union matters affecting Cayman, local and regional matters affecting tourism, finance etc.
How,
The Premier must advise the Governor as to which Minister the delegation should be made to. This then takes place, on very specific terms, within a specific timeframe, and with general oversight by the UK Secretary of State.
