Section 71, 84, 85 & 87

Standing Orders

The new Constitution has also made some minor changes to the Standing Orders of the Legislature, to the effect that they must provide for fair procedures, including; adequate notice of bills and motions; as well as sufficient opportunity for MLAs, including opposition members, to speak and participate in proceedings.

Financial Reporting

To encourage fiscal transparency the Government must report its financial performance and fiscal position in the LA at least once a year.

Proroguing, Dissolving or Recalling the LA

To reflect an enhanced partnership between the elected Governments of Britain and the Cayman Islands, the Governor must now consult the Premier before proroguing (suspending), dissolving or recalling the LA.
