Dear Mrs. Bothwell:

I must commend you on your hard work in informing the public on the proposed new constitution and sincerely hope that the referendum in May goes ahead.

It is my understanding that there will be a Bill of Rights attached to the constitution; if so where do we see these proposals? If indeed a Bill of Rights is to be attached it is important that a statement on our environment should be included. The environment is an integral part of our rights which is often overlooked and some statement such as is found in the South African constitution could be used here in Cayman:-

"Everyone has the right

  • to an environment that is not harmful to their health or well being; and
  • to have the environment protected for the benefit of present and future generations, through reasonable legislation and other measures that
    • prevent pollution and ecological degradation;
    • promote conservation; and
    • secure ecologically sustainable development and use of natural resources while promoting justifiable economic and social development".
