September 29 – Oct 2, 2008 constituted the first round of meetings between the Cayman delegates and UK’s Foreign Commonwealth Office (FCO) which were held in the Cayman Islands for the first time. During the negotiation meetings, the Cayman delegates announced their opening statements and discussed the various items highlighted in their Position Papers. See below.

Draft Bill of Rights

Draft Bill of Rights - This is a document created by the Cayman Islands Government in preparation for the September 29 – Oct 2, 2008 negotiation meetings between the FCO and Cayman delegation. This document has been released ONLY as a working draft and is subject to further review and agreement by all parties concerned. This is NOT a final draft.
It is expected that another 2-3 rounds of meetings will be required before a draft Constitution is agreed upon. Thereafter, the draft will be available for public discussion in early 2009. The public will then be asked to vote on the draft Constitution at the Referendum which is expected to be held in mid 2009.
Second round of constitutional negotiation meetings will be announced shortly.
